This apparently has always been happening. I remember at the grocery store I used to work at that a white family with multiple kids would have like 4 vouchers (WIC program) at most, and desperate to get everything on said vouchers; family would also have a clunker of a car.
Any non white family that speaks English, similar scenario; clunker car, multiple kids, few vouchers.
Get to any non white family that couldn't say a word of English (probably illegals) would have one kid and usually 8 or more vouchers, only got what they wanted off said vouchers and would have a nice car. Car wouldn't be a sport car, but never appeared like it was on it's last leg.
I noticed this stuff when I was a teen, back then just blamed my state; blue state (cause of particular city).
