So I bet they'll just raise it by the max they're allowed to (3%), which is what they do almost every single year. I can think of a single year they didn't do that in the 10 years I've been here.
Think about it. If you start out at a simple even number of $1000, but it goes up 3% every year for, say 50 years you live there, you'll be paying $4384.
The Federal Reserve didn't start out with the bullshit "2% inflation target." Their written goal is price stability. Nothing above 0% is sustainable, because not girl math.
At least there is a cap, unlike most other places where you can be "surprised" with 100% increase in a year.
